I tried Rufus, once again because it always formats the USB before writing disk images, but even that stopped within few seconds while deleting partitions. I tried third party partition managers such as Minitool, but they didn't work too.

I tried DISKPART>LIST DISKS>SELECT DISK 1>CLEAN and after hitting enter, it processed for 20 seconds and disconnected with error that DISKPART encountered an error and the device didn't exist.
